I love this tip that Danny Dreyer gave at a workshop that I helped out at in Orlando, FL recently.
To help you lead with your upper body rather than your lower body, imagine you are pulling a roller bag through the airport.
Think about it: when you are walking through the airport with a roller bag in tow, you need to lead with your upper body, while pulling the bag behind you. It would feel very akward and inefficient if you tried to pull the bag with your lower body leading.
Practice walking like this for a few minutes. Actually put one hand behind you and pretend you have that bag. Then, take it into an easy jog, still pulling the bag. Now without allowing your upper body position to change, bring your arm up to 90 degrees and swing normally. You should still feel your upper body leading you!
